Sound understanding of building works, construction technologies, Schedule of Rates (SOR), and National Building Code (NBC) requirements. Hands-on experience in assessing infrastructure project documentation and technical deliverables for advisory assignments. Proficient in preparing and evaluating procurement documents for work and service tenders. The overarching objective of Intergovernmental Programme in UN Women is: To accelerate progress on the 2030 agenda, especially SDG 5, by strengthening women’s leadership in the areas of economic, social, and political rights. The programme is being implemented in India over three years. 

The Programme includes leadership development labs for aspiring women leaders and youth communities, building their competencies across local governance systems, public service delivery, public financial management, and rights-based advocacy. Grounded in an ecosystem approach to gender-responsive governance, the Programme works simultaneously at the individual, institutional and systemic levels to ensure meaningful participation of women in public and political life.

A cornerstone of this intervention is the establishment of structured platforms connecting emerging leaders with seasoned elected representatives, subject experts and public officials. These platforms serve as a critical bridge between lived governance experience and emerging leadership, fostering sustained peer learning, mentorship, and cross-sectoral dialogue. By building enabling conditions across governance institutions, the Programme seeks to institutionalize gender-responsive governance at all levels, positioning women as at the center of policy and programme. 

The Programme furthers UN Women’s mandate of advancing women’s political leadership, and fostering gender responsive institutions at all levels, including the Indian Parliament, State Legislative Assemblies and the Panchayati Raj Institutions. 

Reporting to the Country Programme Manager, India CO, the National Consultant will be responsible for the substantive coordination of the Programme – “Strengthened Legislative and Policy Ecosystem for Gender Equality in India”, working together with elected representatives,  and relevant stakeholders both internal and external. Specific focus will be on advancing women’s leadership in public and political life. 

The National Consultant will be responsible for day-to-day management, implementation and effectiveness of the programme. In particular, he/she is responsible for co-ordination, engagement and research pertaining to the programme portfolio, workplans and budget, for preparing reports as required by donor and UN Women management.

Coordinate and Support the Forum for Gender Equality:

• Lead the strategy of engagement and provide technical and operational support throughout all stages of Programme.
• Coordinate with team members on setting priorities, strategies, design and implementation plans.
• Provide research briefs, lead correspondence and engagement with all stakeholders.

Coordinate and Support management/implementation of Capacity building of women leaders in public and political life:

• Support planning and implementation of programs for advancing women’s leadership in public and political life in India.

• Correspond with stakeholders and build relevant relationships. 
• Coordinate with team members on setting priorities, strategies, design and implementation plans.

Coordinate and support monitoring and reporting of the Programme:

• Provide timely reports and briefs to the Country Programme Manager for review.
• Initiate the preparation of aggregate delivery reports.
• Draft donor reports, final Programme Narrative and Financial Reports, including lessons learned.

Support building partnerships and developing resource mobilization strategies:

• Participate in the ongoing coordination mechanisms to ensure coherence of the programme with other country-level processes.

The position provides strategic and technical leadership to advance adolescents and youth priorities within the country programme, informed by foresight analysis, data and demographic intelligence to anticipate emerging trends affecting young people, particularly their sexual and reproductive health. The role promotes integrated programming that connects comprehensive sexuality education, the prevention of child marriage, and the reduction of adolescent and unintended pregnancy, recognizing their interlinked drivers and consequences for health, gender equality and human capital development. 

Working collaboratively across programme units—including sexual and reproductive health, gender, and population dynamics—and engaging with the UNFPA state offices, the incumbent supports the development and scaling of innovative, evidence-based approaches that leverage technology and digital solutions to reach adolescents and youth more effectively. You would be responsible for: 

A.: Policy Dialogue and Technical Support

• Provide technical leadership on adolescents and youth, and position the rights and needs of adolescents and youth within the context of broader development dialogues and efforts.
• Represent UNFPA and promote the rights and needs of adolescents and youth as central to achieving the ICPD Programme of Action and Agenda 2030 in high-level meetings, conference and fora. 
• Keep abreast of policy and legal developments that affect adolescents and youth, including access to sexual and reproductive health services and comprehensive sexuality education, and prepare analysis for senior management on potential impacts to achievement of the UNFPA transformative results.

UN Women’s work on Gender Responsive Budgeting (GRB) or Gender Budgeting (GB) involves ensuring that national planning, budgeting, monitoring and evaluation processes incorporate a gender perspective. UN Women’s GRB programs at the regional and country level have made significant contribution towards this by building political support, developing technical resources and capacities, generating good practices for improving women’s access to services and increasing accountability for Gender Equality and Women’s empowerment (GEWE). At the forefront of global, regional and local advocacy for application of GRB, UN Women has built partnerships with diverse government, inter-governmental and non-governmental partners to further efforts and demonstrate GRB’s relevance to sustainable development, aid effectiveness, public sector reform and financing for development.

UN Women’s India Country Office, based in New Delhi is implementing a project with the objective of strengthening institutional mechanisms for GRB resulting in an increase of gender perspective in budgets, improved availability of data, and tracking of progress on gender equality initiatives across ministries and select states/UTs. It will aim to create a conducive policy environment and enhance institutional capacities on gender budgeting at the national and State/UT level.  It will identify strategies and operational approaches to strengthen on-going efforts in the area of GRB. Insights generated from this project will enable key stakeholders at the national and state level to accelerate their efforts to ensure that women’s priorities are adequately reflected in national and state budgeting processes, and to make concrete changes for adequate resource allocation towards women’s priorities. 

UN Women through this programme will work with national ministries including Ministry of Women and Child Development (MWCD), Ministry of Finance and line ministries to deepen anchoring of GB across union ministries and sectors. It will create and strengthen institutional mechanisms for GRB and institute methodological changes in Planning-Budgeting and Auditing (PBA) systems for enabling gender responsive actions. The project will aim to enhance capacities of government officials and other stakeholders to implement the gender responsive PBA measures, and leverage technology to advance gender budgeting including through and e-governance tool.

Within this context, UN Women seeks the services of Senior Consultant – PMU (GRB-MWCD) to be embedded in Ministry of Women and Child Development, Government of India in New Delhi. The consultant will provide high-level technical and programmatic support to strengthen the implementation and institutionalization of Gender Responsive Budgeting (GRB) across Union Ministries and selected States/UTs.

Reporting to the Program Lead – GRB, UN Women India Country Office, and working closely with the designated nodal officials in MWCD, the Senior Consultant – PMU (GRB-MWCD) will support the Ministry in strengthening coordination mechanisms, monitoring progress on gender budgeting initiatives, and advancing institutional systems for integrating gender perspectives in planning, budgeting, and monitoring processes across government institutions.

The consultant will support in monitoring frameworks, evidence generation, capacity building, and policy inputs related to gender budgeting.

Under the overall guidance and direct supervision of Program Lead- GRB, the GRB Senior Consultant- MWCD will support MWCD in strengthening institutional mechanisms and monitoring frameworks for Gender Responsive Budgeting.

The GRB Senior Consultant – MWCD will work closely with the nodal official in MWCD, and have the following tasks:

Strengthening coordination with relevant Ministries on GB:

• Technical assistance to MWCD on expansion of GB to central ministries/ departments and states/UTs;
• Providing inputs to various Ministries/Departments on gender issues, particularly for new policies, programs and legislations;
• Undertaking assessment of Ministries/Departments and States on their progress on GRB and supporting in the development of the Ministry wise and State wise Action Plans on GRB;
• Administer self-assessment tool on GB and support ministries/ departments to undertake and update tool periodically;
• Analysis of document s/references from different Ministries/ States from a gender perspective;
• Collate, compile and analyze information and data received from Ministries/gender Budgeting Cells on Gender Budgeting;
• Analysis of the Gender Budget Statement, pre and post gender budget analysis of sectors and coordination with Ministries/ Departments with regards to the same;
• Support in conducting a national pre-budget consultation with MWCD, Ministry of Finance and women’s group and civil society to enable participation and inclusion of women in budget-making processes.

Monitoring and Strengthening Gender Budgeting Mechanisms:

• Support MWCD in developing and operationalizing monitoring mechanisms for tracking progress of Gender Budgeting initiatives across ministries and states;
• Undertake assessments of Ministries/Departments and States/UTs to review progress on GRB implementation and identify areas for improvement;
• Support the development and updating of Ministry-wise and State-wise action plans on Gender Budgeting;
• Facilitate the administration and periodic updating of the Gender Budgeting Self-Assessment Tool for ministries and departments;
• Track and analyze information and data received from Ministries and Gender Budgeting Cells to monitor implementation progress.

Research, Documentation and Dissemination of relevant GRB Resources:

• Contributes substantively to the analysis and research of the political, social and economic situation in the country on gender responsive governance/ GRB and prepare substantive inputs;
• Document and disseminate resources for GRB, such as case studies and best practices;
• Assist in preparation of documents pertaining to GRB, including Annual Reports, Annual Plans and Results Framework Documents etc;
• Process papers/proposal received for GRB;
• Assist in preparation of Sanction Orders and Bills and monitor progress of unutilized receipts and disbursements, utilization certificates, vouchers, etc. related to assignments pertaining to Gender Budgeting Scheme;
• Assist in preparatory work for review meetings with Secretary and Ministers, including, preparation of resource materials, agenda papers, minutes etc.
• Support IT specialist in roll out and implementation of e governance tool on gender budgeting.

Facilitating Training and Capacity Development of various stakeholders on GRB:

• Conduct trainings and orientation programs on Gender Budgeting for (i) Union Government, (ii) State Governments, (iii) District level officers, (iv) PRI members, (v) Training Institutes and (vi) NGO and others;
• Collaborate with training institutions/organizations engaged in training activities with a view to furthering the aims and objectives of Gender Budgeting and providing technical inputs on Gender Budgeting.

Developing Training and IEC Material on GRB 

• Developing training tools, manual, and other IEC materials on GRB, as required; 
• Provide technical assistance to MWCD in developing guidelines on deepening gender budgeting at panchayat/ urban ward levels;
• Provide technical assistance to MWCD in developing guidelines on Gender Auditing and taking gender audit forward.

Any other duties assigned by Supervisor in MWCD and UN Women.

• Substantive positioning of gender budgeting in government policies and strategy.
• Effective implementation of gender budgeting in 10 union Ministries and select States in coordination with MWCD.

Education:
